On November 25, 2016, revised draft of Model GST law was released in public domain. The same month also bought another revised draft of a couple of other bills related to the Road Traffic Act. A complete explanation of those bills can be found on this Overland Park Criminal Lawyer website. Here, let’s have a look at what new changes have been proposed by the revised draft. Major changes are:
- Definitions of capital goods and inputs have been liberalized.
- Securities made out of GST ambit
- Concepts of mixed and composite supply introduced.
- Service providers no longer eligible for benefit of composition scheme.
- Differential minimum rate caps introduced for composition scheme.
- Rate of CGST/SGST capped at 14%
- Point of taxation for goods and services simplified.
- Subsidies received from Government excluded from transaction value
- Post supply discounts provisions clarified.
- Staggering input tax credit introduced for specified categories
- E-commerce provisions amended substantially
- Anti-profiteering clause introduced
- Additional transition provisions have been specified for smoother transformation
